Not at archive time for versions before 2.2.9. You need to deactivate it (selinux=0 at boot prompt e.g. or look at http://www.crypt.gen.nz/selinux/disable_selinux.html). Also Cf: https://bugzilla.redhat.com /show_bug.cgi?id=374431 As of 2.2.9, the issue as been worked around, and mondoarchive and mindi can be used with SElinux activated.
