Is Monarch Airlines a good airline to fly with?

To answer the last bit first, the flight time is about four hours. I love Birmingham airport by the way. It is small enough to be easy to use but large enough to have good shops and things to do. Monarch began life as a charter airline and in recent years has had great success selling itself as both a charter and scheduled carrier. The service you are interested in is scheduled. (That means they can sell the tickets as just flights and do not have to add any accommodation). They are a popular holiday destination carrier and I know quite a few people who have travelled with them. Their service is fairly basic more like Ryanair than BA. Booked seats, meals and most drinks have to be paid for. (Pre booking a seat allocation and a meal need to be done before you check in). What they do have is a very good safety record and good timekeeping.
