According to Orthodox Judaism the Mishnah was given to Moshe on Har Sinai at the same time as the written Torah by G-d and it was taught to him, including the explanations and elucidations, in the 40 days and nights he was on Har Sinai. The written Torah is missing huge amounts of detail on implementation and process for the laws it contains- in some cases this is blatantly stated there such as when it comes to killing an animal so it will be kosher where it merely states “You will kill it as I commanded you to”- but no such command exists anywhere in the written Torah! When Rebbe (Rabbi Yehudah haNasi) saw that it was in danger of being forgotten and corrupted, he wrote it down together with the Sanhedrin.
