No it is not legal. Netherlands belongs to a number of organizations which require all member states to make a number of drugs, including marijuana, illegal. However Netherlands can decriminalize marijuana use and also agree not to prosecute use and sale in small quantities, and that’s what it’s done. So in its famous “coffee houses”, one can openly, safely buy and consume marijuana and hashish. They are still technically illegal but there are no criminal penalties at these sites.
