Its an alkali. Alkali is the opposite of an acid, and lime water is Calcium Hydroxide. People commonly mistake lime water for being an acid, but its not.

lemon is citric acid and if water is added it doesnt mean that it is alkali as water is added to more ratio comparing with lemon, it is still an acid see yourself by mixing with carbonate salt as it turns milky
