Most jurisdictions do not identify latex paint as a hazardous household waste but do identify it under some “special waste” provisions. The Basel Convention on the Control of Transboundary Movements of Hazardous Wastes and Their Disposal has identified dried latex paint as non-hazardous and safe to be landfilled. This is supported by independent testing done on behalf of CPCA.
