No. Joining Fleet 5 allows you to compete in all non-MRA events, such as the Spring Series, Thursday evening Twilight Series and Fall Series. But to compete in MRA events, you must also join the MRA, which you can do at the same time you join Fleet 5, or by contacting the MRA directly.
