The term ‘angel of the Lord’ is often used in the Scriptures to mean God, the Son. Notice in the following verse that the ‘angel of the Lord’ uses the pronouns ‘I’ and ‘me’ when referring to the one who initiated the testing, and we all know that it is God Himself, in the form of the Son.
