Workshop implies hard interaction and cooperation between. That means homogeneous group with a quite same level of experience for attendees. Attendees must have a good level of knowledge and/or experience of the involved problem area (able to talk, discuss and deal with). ITIL Foundation certification is there to ensure or validate a good level of understanding without having to evaluate it.
