A-2.2) If item x and item y have exactly the same selection of stats, and one of them has more of each and every stat, I can unequivocally tell you (assuming repair bills aren’t a major factor) that it’s the better item. But odds are if that were the case, you’d be able to figure that out on your own. The Balance playstyle can take us lots of places (5-, 10-, 25-, 40-mans, Arena, BGs, World PvP, farming, questing) where the demands placed on us are likely to vary significantly based on what we’re up against, who we’re fighting alongside, and what role we expect we’ll be preforming. At least as much as any other class and spec, gearing up for a specific situation remains more art than science. If you ever do have an urgent need to ask this question, be sure to qualify it with the situation you’re going into and the role(s) you expect to play while you’re using the hypothetical items.
