I partially agree with Scott; these days we are celebrating 60 years of Italian Constitution, which generally regarded as one of the bets (if not even THE best) in the world; but too much laws and bureaucracy always risk to ruin that great achievement. In the 90s election system switched from proportional to majority and the Left-Center government from 1996 to 2001 was the long lasting till then; then the Right-Center government from 2001 to 2006 was the first to last all its five years mandate. We switched back to proportional and the government elected less than two years ago felt a couple of weeks ago… In 1993 inflation was above 4%, few months ago was near 1.6 – 1.7%, now is over 2% and rising. But the main problem when changing government often is any work in progress face a stop just for technical reasons or because the government have different ideas about.
