The jobs are different, though: with a PhD you have the option of going to work for Microsoft / Intel / IBM / Google / etc in their research divisions rather than as a programmer. In terms of getting funding, just apply to schools. You will not be responsible for your tuition and you will receive a stipend. They will automatically consider you for fellowships, research assistantships, and teaching assistantships, which is where your money comes from. You have no responsibilities with a fellowship; as a research assistant you will get paid for working with a particular professor; and as a teaching assistant you will run discussion sections and give homework help.
