No. It is legal and democratic, just as it is legal and democratic for a minority to influence the political process through the donation of labor or other forms of involvement. No. As you undoubtedly know, aid to Israel is the only foreign aid that has any support among the American public or in Congress; without it, the whole aid package might fail.
