The Georgia State Patrol reports Ga. 83 is blocked in Monticello after a tractor-trailer hauling cows overturned. Crews are on the scene at Alexander Road and are trying to round up the 32 cows and upright the vehicle following the accident which happened at about 7:30 a.m., a GSP operator said.
