Reedy Creek Improvement District is a special governmental entity that was created by the Florida Legislature in 1967; it is separate from the local County governments and is exempt from most local ordinances and even some state laws. The governing boards for the District are elected by the property owners; one vote per 100 acres; and since Disney owns most of the property it does have a great deal of control over the local board and the District (including Lake Buena Vista).
