Is it true that the debris from Franklin is buried on the site? Would that increase the cost of building a new school on that property?

The debris from the school was removed during demolition. The foundation was torn down 18 inches with the remainder of the foundation left in place. If a new building were to be built on that property, it would be located on the eastern edge away from the former building footprint.
