No, buying handguns will still be perfectly legal. HOWEVER, once Obama lands the Clinton ban back on the books (which he has repeatedly stated he wants to do) then you will be limited to 8 round capacity in all new manufacture semi-autos. True you may still be able to buy pre-ban high capacity magazines but the price will be high and there is no guarantee that Obama will not alter the Clinton ban to close the pre-ban loop hole.
