Is it the Governments intention to request Cost Plus Fixed Fee type contracts?
Response: The basic contracts will allow the award of task orders to be either cost plus fixed fee; firm fixed price or performance-based cost plus award fee, depending on the nature of the task order. 173. On page 52 of the RFP, Section L.12, Small Disadvantaged Business Participation Plan, A., 6., states “Targets expressed as dollars and percentage of total contract value for each participating SDB; which will be incorporated into and become part of any resulting contract.” Question: Should the offeror assume that the “total contract value” is $75,000,000 for this plan even though there could be multiple awards? Response: Since we are not yet able to determine the total contract value, please submit your goals in percentage of contract value instead of as dollars. For example, your plan could be to use 5 percent of total contract value for Small Disadvantaged Businesses. 174. On page 46, L.9 Instructions states that a Small Disadvantaged Participation Plan is required to be submitted
