Is it safe to sell handmade cards using free internet cliparts?
It all depends on the license. Images in the Public Domain are free to use for (almost) any purpose. I say “almost” because some sites that provide PD artwork don’t allow you to re-publish them to another archive. But you can use them for anything else, including using them commercially.
