It all depends on the license. Images in the Public Domain are free to use for (almost) any purpose. I say “almost” because some sites that provide PD artwork don’t allow you to re-publish them to another archive. But you can use them for anything else, including using them commercially. Here are a couple of sites that I use for my clip art: http://www.openclipart.org and http://www.clker.com Both these sites explicitly provide public domain clip art.
