Is it public law to wear a seatbelt?
Public Private law governs relations between 2 individuals while public law governs relations between the state and individuals (the state enacted the law that individuals must wear seatbelts). It’s a criminal offence to not wear a seatbelt and the driver is responsible for all passengers under 14 to be wearing seatbelts. It is only a traffic offence though, so in reality won’t be enforced very strongly. It’s probably treated as more serious when a parent or adult is allowing a child to not wear a seatbelt.
