yes and no; you CAN write everything in Hiragana, you can make every word and sound with the alphabet but its not proper, if you were to write a paper or write emails to a Japanese person online in just hiragana it wouldnt be right but a lot of beginner Japanese lessons use only hiragana for a while until you’re good at all 3 writing systems; Hiragana is only used for certain things, same with katakana and kanji
