Yes,provided the phone is not locked with any other different network.If so,you need to unlock it to make the phone accept/recognize Cingular network.To unlock you can approach any legit unlocking website like, Simpleunlocking.com and remove the network restriction.This way the network lock is released in your motorola Razor and you an use the phone with any sim.

Yes if your Razr is from Cingular or unlocked. You can not use a T-Mobile Razor with Cingular prepaid sim card or Globaltravellersim prepaid international sim card unless your phone is unlocked.
