Various conspiracy theorists claim there are massive computers listening to thousands of phone conversations, presumably listening for terrorists. Even if that were true, matching for a given voice would take so much computing power as to bog down the biggest computer in existance. So the answer is, it is probably possible, but only a government could pull it off, and even then, they would be lucky.
