Web Site Publisher has a graphical interface and is not intended to be run from the command line. However, a command line utility is available that provides similar functionality to Web Site Publisher and this can be run from the command line or from a batch file. It is currently used in a number of companies as part of their backup regime, can be used to update a website or even copy files down from an FTP server.
