Is it possible to resample an image in Adobe Illustrator CS3?

I created a background image for some banners in Adobe photoshop & when I bring it into Illustrator & resize, it ends up making my file size HUGE. I have to send raw art (.ai) files to the company printing the banners. Thank you!
