Yes. It is possible to register these projects. The VCS Registry can issue VCUs for VCS v1 projects as long as they meet the criteria in the VCS 2007 document. VCS v1 validation and verification has been completed within the appropriate timeframes, pursuant to the VCS 2007.1 documentation.
