In essence no. A caramel frap from starbucks is made with starbucks frapuccio roast (which you don’t have), milk, ice, starbucks caramel syrup (which you don’t have), and starbucks coffee base (which you don’t have). However, replacing the frap roast (the coffee) and the caramel syrup with something similar would be possible, but the coffee base both gives it flavour and holds it all together and I don’t know anything else that would do something similar. If you’re really determined starbucks syrups and bases appear on ebay often so checking there if you really want to make it at home might be an option.
