Yes, it is possible with Mono version from svn trunk or 1.2.7 or newer. This is a Mono-specific feature which allows you to change various configuration settings on the application run time without the neeed to ship a separate set of configuration files for each supported operating system. If you plan to run your application on MS.NET/IIS and Mono, then you should configure it for the Windows/MS.NET target and provide configuration settings mappers for other operating systems.
