Yes, if you have a Pokemon that knows Thief. You can get TM46, which contains Thief, in Eterna City. Metal Coats can be attached to wild Bronzor, Bronzong, Steelix, Magnemite, and Beldum. I definitely know that Bronzor is available before the Elite Four, so yes, you should be able to obtain a Metal Coat, eventually. Just keep in mind that items aren’t always attached to wild Pokemon, and that your Pokemon can’t steal anything if it is already holding something. Good luck!
