As the marriage will take place in the United Kingdom the spouse of the U.S. citizen will require an immigrant visa to travel to the United States to take up indefinite residence. The petition, Form I-130, filed by the U.S. citizen with the office having jurisdiction over his or her place of residence, cannot be filed until the marriage ceremony has taken place. Get into communication with the visa office at the embassy to find out where you will need to file the I-130.
