Some cities (e.g. San Francisco) use electric-powered buses that get electric power from the overhead power lines along the bus route. I suppose such a system could be adapted to electric cars.

you will always need the batteries to get from the highway to your driveway. Instead of a extension cord you could use an air transformer system. With a system like that anytime you drove near or under power lines your car batteries would recharge.
