Could be how you drink your water. Drinking whole glasses at once isn’t good. Drinking small amounts regularly is a better way. Foods high in fibre take longer to digest so Metamucil might not be the best thing to take.

If you eat any vegtables you are going to get bloated especially if you eat alot of them. Try Beano so that you dont get any gas and start eating a nutritious diet that includes things other then water, fruits and vegtables. If you are constantly eating fruit and vegtables they already have a high content of water anyways so your just going to retain water and thats probably whats going on now.

Good for you on your diet plan, I’d cut down on the water intake though. As far as a diet is concerned, I would set up a weigh in day where you would mark down the weight on a board every week. Watch to see what happens, what foods can you eat. Don’t cut out junk food, cut it down. I’ve got a book written by John Bradshaw Layfield on how to properly diet, and how to save more money. This is in his long haired era. Try looking it up.
