Is it possible to declare NT on UK Income Tax as a US citizen working in the UK?

Depends on your residency status. When coming to the UK to work, you should have completed form P86, and sent it to your employer’s tax office. I assume you have a UK employer. Depending on your circumstances, if they are complicated, the form would be sent on to Head Office for a ruling. Double taxation doesn’t normally apply when someone is here more than a year. It would be unlikely you are paying taxes in the States if you are resident and earning here. Code NT is sometimes given to UK residents living abroad if they are paid from the UK. I have never heard of it the other way round. I suggest you contact employer’s tax office, but they may have to refer you further on to Head Office.
