Is it possible to control tree root growth without damaging the tree?

Old know all is right to an extent but cutting thick roots off an established tree will inevitably kill it. As said trees put out roots to balance its self as well as to take in moisture, therefor to take away its balance it is very likely to fall over and possibly on to your house therefor causing you a lot more than structural problems. Please feel free to email me for any further advice on this matter.
