Is it possible to claim/apply for US citizenship based on the following?

IF her minor children were also included in the petition, then they can also go to the US with her. Same conditions before they can apply for naturalization (citizenship). But you never mentioned your mom has ever been petitioned. 2) What you are quoting is only applicable for military personnel who died while on active duty. The spouse, parent or child of the deceased can apply for a petition for an immigration benefit (Form I-360) within TWO years of your service member spouse’s death.
