Unfortunately, no. Energy cannot be created nor destroyed. The “wind” that is hitting the car is actually the car moving past stationary air. If you were to add a wind turbine, it would spin and generate electricity, but the drag it would create would slow the car down and force it to exert more energy. If the turbine was 100% efficient, the energy generated by the turbine would equal the extra energy needed to move the car. However, since no energy generation machine is perfect, the energy generated would actually be LESS than the extra energy exerted to move the car.
