Foundations that reach into the toxic waste (pilings driven into the ground) or a flat slab resting on the surface are possible. But you should avoid proposing any underground rooms, parking garages or other underground structures in the area marked toxic waste. In the toxic waste area, the ground floor is the lowest usable space. See § 7.10 (and § 3.2). Unfortunately, the cost of removing the toxic waste is so high that the Vienna City government is not prepared to make the investment. Please keep to the restrictions § 7.10.
