All the stadium which hold rest and domestic cricket are owned by the respective Cricket association who are affiliated to the BCCI. Since it is BCCI who is conducting IPL they have the right to give or not the stadiums to any one.as the ICL is rebel tournament BCCI will do its best to ensure that the same do not succeed and hence it will not give any grounds affiliated to themfor playing ICL as the same will affect the fortune og IPL.you can check the history when Kerry packer started the world series all matches were held in grounds which were not under ausralian cricket board.
