Yes if the foster children become available for adoption Meaning that their natural parents either lost their rights or gave them up and there was no suitable natural family willing or able to take the child. Then they will become available for adoption and often their foster family will have the first chance to adopt them if they so want too. There is a program called Fos to adopt, in this program foster parents are matched up with children that have a higher probability of becoming available for adoption. The foster parents agree to adopt the child(ren) if they become available.
