Is it possible for a CBO, faith-based organization (FBO) or other non-LEA entity to apply alone without a partner LEA?
Both a CBO and a FBO are permitted to apply without partnering with an LEA. However, CDE strongly recommends that all applicants apply in partnership with an LEA. An applicant may only be eligible for the competitive priority if the application is submitted jointly by at least one LEA receiving funds under Title I, Part A, and at least one CBO or other public or private entity (in addition to the other requirement for competitive priority).
