Is it possible for a blind person to tell the exact time on a Braille watch?

I own 3 talking watches, but just have never been satisfied with them. Either if in a quiet environment you have to annoy everyone around you, or hold it up to your ear, and if in a loud situation you cant hear it at all, plus they don’ tend to have that many features capab
