whilst an individual has the right to choose what they wear this one comes down to an issue of morals as longer clothing is seen as respectful so other types of low cut or short clothing is not. Any indian women I have seen wear long saris that are quite beautiful in the colourings that go to their ankles, it sounds as though your wife is not from the indian heritage and does not understand if she is not aware of how people dress in that country and she wears something that the community see as offensive, you might not be invited to people places for dinner or meals as this would be offensive to others. It might be helpful for your wife to look up about the culture and orientations.
