Is it OK to re-certify an operator who does not have their original documentation showing competion of a forklift safety course?

If you did not initially train the operator then you need to establish that they did receive the required training. If they can not provide the documentation then the re-certification will not be valid. The complete operator safety training would be necessary. If proof of training can be provided then a Refresher Course would be sufficient.
