Not a good idea. You should not use the felt. What you should do is use floor leveler on the plywood and then chicken wire. You would then use the mortar for the tile. If your floor is even you would only have to staple the chicken wire about every 6 inches. No leveler needed. Then use the mortar and place tiles. This gives the tiles much less chance of shifting in the future which they would do on the felt.
