Is it ok to draw portraits with normal HB pencils?
well really, your drawings can be in whatever media you want unless theres a specific brief your sticking to or your drawing portraits for a professional, alot of people tend to use the graded pencils to sketch portraits, probably because they give different textures/shades/tones, but yes its ok to draw in whatever pencil you like, as long as you feel happy doing that.
