(Note: A slightly underweight Corgi is always better than a slightly overweight Corgi.) So, with the information given, I would conclude that it is safe for a one year old Pembroke Welsh Corgi to weigh 21 pounds. But should the Corgi remain that weight by two years of age, it would be best to feed the Corgi a little more food (one meal a day).
