Is it not the duty of elected officals of congress to listen to its people?

Yes, it is their duty to hear their constituents and then form some consensus on which to proceed with regard to legislation, etc. Unfortunately, the political process has become one that attracts large ego types who have no problem jumping to the conclusion that since they were elected that represents a mandate from the people to do whatever the elected official feels is best for the country. Stir in a little power and the persausion of some lobbying types and you have yourself a crooked politician. There is likely no place on earth outside of Congress in which individuals have rationalized their own behavior and convinced themselves that their actions are not related to lying or cheating their constituents. When the political sect exists for nothing more than to line their own pockets with taxpayer money and then retire on the taxpayer dole, we have finally reached the bottom of the barrel. And honestly, I think I can see it from here.
