Dwarf hamsters establish a hieracrchy order by play fighting. This can involve them chasing each other or standing and boxing as you describe. They may also squeak a lot. Normally this is nothing to worry about as most often they don’t actually bite each other or cause each other injury and it’s all talk. Even when they do establish who is the boss, if they are moved to a new cage they will establish it all over again, or the submissive one may challenge the boss in the way you describe. As long as they aren’t biting or hurting each other, then you shouldn’t need to worry.
