A No, it is not necessary to write objectives for Service Unit Plans. It is noted on page 36 of the Reference Guide for Development of the 2005-2009 Area Plan that “units of service are considered objectives”. Service Unit Plan objectives do not need to be restated as System Building and Administration objectives.
