If an applicant requests funding for subawards, SF-424As must be submitted for each subawardee. While we request that each proposal present work plans and budgets “in priority order indicating base capacity plus enhancements at various levels of funding” in order to streamline the de-scope process should a project be selected for funding at a reduced level, you do not need to submit SF-424As and SOWs for these alternative funding scenarios. Your proposal should be a best case scenario. If your proposal is selected for funding at a reduced level, the alternative funding scenario and corresponding SF-424As will be required during the descope process.
